  8. my question is that if we bring a positive charge near that neutral atom then why does the electrons are attracted towards that positive charge but not to the positive charge inside the nucleus??

    Since electrons revolve around the nucleus in their respective orbits if they attract towards the nucleus where the proton lies the atom would no longer exist This is not possible.

    it is because the electrons are constantly revolving around the nucleus so the centripetal force and the electrostatic force due to the nucleus will cancel out...hence the electron does not move towards the nucleus
